It really could have been anyone. Suge Knight was at the time having problems the crips %26amp; made 2pac get involved with that. both 2pac %26amp; Biggie had a feud that divided the east %26amp; west coast, %26amp; would have had many enemies that way. I certainly think 2pac was the target being that the shots were fired at him.
